I got the topbar borders to work properly and updated footer

I did some style experiments and I found a way to work with what I
originally thought was undoable.  I found the li tag is still being
hovered on while in the dropdown menu.  With a bit of extra styling, I got
the border that went missing to stay.  I also made the email at the bottom
a mailto anchor.
