Footer img and styles, What's Happening sidebar

Footer block added and has content and image dependent on admin
blocks.
Sidebar "What's Happening" has been uncommented, it was removed in
error.
Site content has been straightened; a lot of elements were mis-
aligned, being a few too many pixels to the left or right relative
to each other.
