updated stylesheet call number

I updated the call number for the stylesheet to break any cache versions
of the theme.  The inital chagnes were not being reconized by Chrome
until I changed the number.

adjusting the spacing between secondary nav items

I reduced the spacing of the secondary nav items to be 15px appart so
the new secondary navigation item won't make it expand beyond the search
box above.

I added the navigation item

I placed the nav item Staffing to the secondary navigation.  I am
debating if I should change the spacing between the navigation items.
