Page was scrolling 30px more on submenu clicks than main nav clicks

Featured image GLM style, order subsections,etc

- Featured image : now retrieved from Featured image set for
    home page in admin.
- Featured image : gut the current implementation and use what we
    always do on our other themes (glm_get_header) with some edits.
- Subections are now ordered by menu order
- Clicking the active tab no longer hides its content.

Clicking on section titles on mobile now scrolls you far down enough to see the whole title

Featured visible in small, remove outline on focus

Featured image is now visible in small. The dotted outline around
a:focus elements is now removed. Images with alignleft now allow
text to wrap even in small.

Added display block to content parents to ensure a min-height of 800px even on Firefox

 - Set a minimum page height, client doesn't want to see the next
 section when tabing through pages.
 - can the home page, which only has two sentence not have a minimum
  height set? Yes
 - home page graphic image doesn't seem to be wrapping correctly in
  mobile view.
 - Make site Nav titles (Home, Services, Portfolio, and Contact Us)
  BOLD when in the sub pages for that section.
 - Reduce the height vertical line separating the page titles, more
  like the main nav.

 - scroll to page home Sub-level top of page position - when
  clicking one of sub-nav tabs it will go to the same scroll position
  that clicking on the primary navigation tab does (ie top of page).

*. An additional fix was needed for the header image which wasn't
  properly resizing into mobile views

Font of sub-sections now also bold on hover as per client request

Styles and markup changes for titles, header, menus

Logo size increased, header height increased, top-nav now bottom-
aligned, titles removed from page sections, parent page titles
moved to the left of the sub-menus, hover effect changed for menus.

Allow frontpage content to be displayed

Remove text from footer, increase fontsize for footer phone number. Link logo to #home section

Site revamp. Details in notes below.

Sub-menus are now clickable and only show certain selected sections
. Main nav items are still scrolling but quicker. No more static
top-nav. Smaller header. Navigation added to small view. Header
image added back to small view. Many changes for better responsive
layout.

Hide the bottom navigation page.

This is to add the contact form page.

Make some adjustments for smaller view and have sub levels.

Still removing sub levels in the small view but updated the style a bit
to keep them in the medium view.

Hiding the subnavigation on medium/small

Some updates to try and make responsive nav prettier

Fixed some more responsive top-navigation styles.

Added responsive styles for small and medium nav.

The navigation is now visible on medium view but we may not have
enough room on small-view.

Removed right-side separator from final top nav items
