testing aspect ratio preservation for IE in the city hover map

the svg for the cities map is not rendering properly in IE, testing an svg attr to
resolve this

adding interactive map

adding some more base styles to the blocks, incomplete thus far. Adding the svg map to get started on the
styles and layout

changing the blocks to use background images to normalize the block sizes and make them
responsive
