New release for new theme

Hashtag header responsive, off-canvas link fixed

New Hashtag text in the header is now responsive. The left off-
canvas link to the members only section now works even if the
person is not logged in.

After the previous commit a number of files were not updated to
accommodate the lack of a main element closing tag in the footer.

I think I found the off canvas problem

I found out there were some end div tags in the footer that didn't apply to
the blog, jut the content pages.  I changed the footer and moved the end
main and div tags and moved them into the right files.

Improve Member DB event add form styles

Styles now look good in mobile view. Simplified css as well, was
able to use a lot more concise styles to produce the same result.
Labels vertical position of word makes a lot more sense now.

Make the event submission form look better

The event submission form for the Member DB Events front end
submissions had a white background which proved rather jarring.
