Reduced font-size of topbar to fit more main nav items

Fixed Our Impact counting script

For a previous change to center the Our Impact items a parent
element layer was added, but this was not accounted for within the
script.

Reduced font size of Our Impact block titles

Our Impact blocks are now centered even if under 4

Added a wrapped around the Our Impact blocks which could be affected
by text-align center of its parent, to make sure that if there are
less than 4 blocks the items still look centered.

Contact Us links in footer are removed if no client email

Instead of creating a link to the Contact Us page, the contact us
link is instead removed for each respective location if it has no
email address derived from glm client info.

Run FP OurImpact CountUp script only when scrolled

- Rather than counting up the numbers in Our Impact as soon as the
frontpage is loaded, this now only happens the first time the
relevant section is scrolled into view.

- Also added comments and removed test console logs.
