Stylesheet bump

Removed unnecessary margin from member grid sub-links container

Made member db grid style more specific to override member db default styles

Fixed css reference and added stylesheet version to link in header

Main nav logo spacing, member grid sub-items, breadcrumbs padding

Removed some padding between main nav items to allow more space
for the logo. Re-formatted member grid sub-items (like read more,
visit website, etc) because they were improperly wrapping when
there were 3 or more of them. Added spacing to breadcrumbs, and
recolored the breadcrumbs to all be orange.

Excerpts activated for this theme. Interactive region map is now
using the excerpt of a page to display in the map city info
section IF it has an excerpt; otherwise it will show the first
35 words of the content.

Also set max-height for this element to 75 px just in case.

Changed city map 'chassel' spelling to 'chassell'

Footer svg removed, map now single cities, blocks css

Front page SVG map has been changed to only have 1 city highlight
instead of city-pairs.

Footer has had the SVG removed and all the items within it adjusted
accordingly. Weather positioning changed, pure michigan logo to the
right, responsiveness changes.

Blocks are now much more mobile-friendly having been given a max-
width and a bottom margin in small.
