making changes

I added a new partial called action-items.php and did rearranging of the
frontpage.php.  I added a style category for the action items in the
main.scss.  I had to do some changes to the dropdown menu, the spacing was
ridiculaous.

making changes and adding images

I added images that will be used into the assets folder and removed some
that wouldn't be used.  Also did changes to the layout and in the process
of restyling the blocks.

adjusting styles and taking out some things

I adjusted the blocks to work like the St. Marie site and commented out
the styles that applied to the block content for the moment.  Lastly I
took out what I felt was uneeded images from the assets folder.

working on block layout

I did some adjustments to the block layout, but still need to do style
changes.
