making crap match

I went through the sass and the excerpt feed to fix the problems that were
keeping the the blog feed from looking like the blocks and the blog from
missing some elements.  I added a excerpt feed php call on the blog feed
elements and the excerpt feed on the admin side is not removing anything.

I have the blog feed acting like the blocks now.

I added the classes that are with the blocks to the blog feed so they act
the same way in responsive.

fixed my problem

I fixed my missing end div problem.  Now it looks right and the box shadow
isn't containing the copy right.  I also relocated the emmet county links
to the same area as the copyright in the code layout.

trying to fix an issue with the blog feed

I added the blog feed to the front page and then ran into a problem with
the background for the footer being in the wrong place.

grunt and blog feed

I didn't have grunt fully working on this copy of ems I have on my dev55.
I did the npm, bower installs, and grunt build.  I got the blog feed in
the area on the front page that was requested.
