Making changes to the topbar and footer

I made some changes to the topbar and the footer.  I replaced the social
icons with an image tag with alternitive text of 'graphic here' more or
less.  I also changed the alternitive text for the footer image to
'Michigan Department of Trasportation".  In terms of topbar changes, I
made the anchor normal instead of bold.
